We’re hiring an Ontology Architect to lead the structuring of Delaware’s unemployment insurance statutes, regulations, and operational policies into a machine-readable ontology. You don’t need to be a UI policy expert ? the state is providing subject matter experts for that. You need to be exceptional at extracting what they know and turning it into structured decision logic.What the role covers:Knowledge Extraction ? Sit with state adjudicators, caseworkers, and policy experts. Ask the right questions. Pull out the operational knowledge that lives in their heads ? the exceptions, the edge cases, the “it depends” logic that isn’t written down anywhere.Policy-to-Logic Translation ? Take statutes, regulations, and the SME knowledge you’ve captured and structure it into a machine-readable ontology. Map eligibility criteria, exceptions, disqualification conditions, and the relationships between them into a graph the decision engine can reason over.Structured Reasoning ? Design the ontology architecture. Define how concepts relate, when exceptions apply, and how the engine should evaluate a set of facts against the statute. CS Core Responsibilities:1.Support opening/approving temporary project-based yards. Responsibilities include reviewing the yard and determine if it qualifies and document findings to local Construction Manager or Supervisor.2.Understand project site details to foresee with enough time, possible issues, such as proximity to high traffic roads, water ways, local landfills, spoil yards, etc.3.Participate in weekly meetings, provide updates. 4.Attend job walks, meet with project management, contractors, and governing agencies. 5.Ensure the project construction team does not start the giveaway process until the approval process have been completed.6.CS must review recipient?s property prior to agreeing to provide soil. The CS should evaluate and identify any hazards in advance. This requires a knowledge of trucks and underground utilities to be sure that the right sized trucks are ordered and that they do not damage any underground utilities. Overhead lines and structures should also be noted and evaluated to determine if deliveries can be made safely.7.CS is to be on recipient?s property during first dirt deliveries. Many projects of a larger size will have more than one recipient. The CS must be onsite for all first-time deliveries to evaluate job safety, identify any hazards that may have been missed during initial review and stop the job if needed. On a large project, this may mean that multiple personnel need to be in multiple locations at the same time.8.Perform project oversight. Continue weeks and often months of daily communication with the construction team during the excavation phase of projects. Organize delivery dates with the recipients as well as with the construction team. Keep in contact with recipients to ensure proper dirt delivery. Ensure construction team is delivering the correct dirt amounts between recipients as directed by the Construction Manager.9.On projects with partial dirt giveaway approvals, monitor construction team to ensure they are delivering the right dirt to the right location (Recipient or Landfill) 10.Document project records in SharePoint (Lab Reports, Chain of Custody, Chemistry Review, Observation Report, Recipient Agreement, Sampling Plan, and Project KMZ files) as per the Records Information Management guidelines. CS Responsibilities for Recipient Collection, Review and Approval:1.Collect fully completed and signed recipient agreements, this includes validating property ownership; see Google Earth Parcel Lot Search. CS Occasional Responsibilities:1.Support other CS?s, and shift depending on workload. This includes overnight stays or taking over a yard or project on short notice.2.CS will do initial site reviews and first delivery safety visits as needed for Hub Yard CM?s for soil deliveries out of PG&E consolidation yards.
