The HSE Specialist II serves as a senior technical authority responsible for leading Environmental, Health, Safety, and Process Safety Management (PSM) support for Ground Support Equipment (GSE),... More propulsion test systems, and test operations at our client's Briggs, Texas facility.This role provides strategic oversight and technical guidance for high-hazard operations involving cryogenic systems, pressure systems, hazardous chemicals, propellants, fluid systems, energized equipment, and complex test infrastructure. The HSE Specialist II works closely with GSE Engineering, Test Operations, Facilities, Propulsion, and Maintenance teams to ensure the safe design, installation, operation, maintenance, and modification of test stands and supporting systems.The position is responsible for driving operational risk reduction, regulatory compliance, emergency preparedness, and continuous improvement initiatives across test and GSE operations. The successful candidate will lead hazard analyses, support process safety initiatives, oversee contractor and operational safety compliance, and ensure safety requirements are integrated throughout all phases of test planning and execution.This position operates with minimal supervision, provides mentorship to junior HSE personnel, influences organizational safety culture, and serves as a key safety partner supporting a fast-paced development and testing environment.Responsibilities:Lead development, implementation, and continuous improvement of enterprise-wide HSE and Process Safety Management (PSM) programs supporting propulsion testing, hazardous operations, and launch activities.Serve as the site HSE and PSM subject matter expert for high-risk aerospace operations involving propellants, cryogenics, pressure systems, hazardous chemicals, and energized systems.Manage and maintain OSHA Process Safety Management (29 CFR 1910.119) program elements for applicable highly hazardous chemical processes and operations.Facilitate and participate in Process Hazard Analyses (PHA), What-If reviews, HAZOP studies, Formal Risk Assessments (FRA), and operational readiness reviews.Conduct and manage Hazard Analyses to ensure process safety requirements are incorporated into system design, modifications, management of change (MOC), and operational activities.Develop and investigate incidents, root cause analyses, corrective actions, and process learning implementation for safety, environmental, operational, and process safety events.Support Pre-Startup Safety Reviews (PSSR) for new systems, modified systems, and operational changes.Conduct contractor safety audits, inspections, field verifications, root cause investigations, compliance audits, and safety assessments.Support Pre-Startup Safety Reviews (PSSR) for new systems, facility modifications, and operational changes involving hazardous materials or energy systems.Conduct advanced hazard analyses including Job Hazard Analysis (JHA), Operational Hazard Analysis (OHA), and operational risk assessments.Lead development, implementation, and oversight of emergency response and incident command activities related to hazardous operations and propulsion systems.Manage regulatory compliance programs related to OSHA, EPA, DOT, RCRA, SPCC, hazardous waste, air permitting, chemical inventory reporting, and environmental obligations.Serve as primary interface with regulatory agencies, auditors, emergency responders, and external safety organizations.Provide leadership and technical guidance to engineering, test operations, maintenance, and facilities teams.Monitor and support operation of respiratory protection programs, hearing conservation programs, confined space entry, fall protection, hazard communication, and emergency response programs.Develop contractor and subcontractor compliance requirements and maintain contractor safety management systems.Evaluate contractor and subcontractor compliance with client safety requirements and regulatory standards.Track and trend safety performance metrics, audit findings, near misses, corrective actions, and OSHA recordkeeping requirements.Participate in test readiness reviews, operational readiness reviews, and safety review boards.Support continuous improvement initiatives through audits, inspections, safety observations, and corrective action management systems.Travel to launch, manufacturing, and test facilities as required.We are a company committed to creating diverse and inclusive environments where people can bring their full, authentic selves to work every day.
