Job Description

Seattle Public Utilities is seeking an experienced senior-level Project Manager to lead delivery of the STARLIMS ES 3.2 upgrade or replacement. The consultant Project Manager will oversee planning, design coordination, configuration oversight, testing, deployment, OCM, and project closeout for the LIMS implementation. The Project Manager will coordinate activities between SPU laboratory teams, Seattle IT, STARLIMS vendor resources, and other project stakeholders.

Required Skills & Experience

• 5-7 years of Project Management Experience managing complex technology implementations end to end
• Experience with project planning, governance, and delivery oversight
• 3-5 years of public-sector leadership and delivery experience
• STARLIMS or LIMS implementation expertise
• Coordinating cross‑functional teams and executive stakeholders

Nice to Have Skills & Experience

• Experience with financial reporting, budgeting, and financial language in technology or public‑sector projects
• Familiarity with laboratory testing environments, workflows, or regulated lab operations
• Experience supporting Organizational
Change Management (OCM), including communications, adoption, and stakeholder readiness
