Job Description
This position performs administrative, professional, and technical engineering work in the design and review of transportation and traffic projects for the Department of Public Works and Capital Projects. Work involves preparing engineering reports, conducting traffic studies, and reviewing detailed traffic and transportation plans and specifications.
Primary Duties and Responsibilities
- Conducts technical review of all traffic studies impacting the Town for compliance with Town standards, Town ordinances, proper traffic engineering design standards, safety, efficiency, and economy
- Prepares feasibility studies and technical reports to resolve town traffic problems; prepares cost estimates and benefit cost analysis; reviews development plans to review traffic control aspects
- Prepares request for proposals for traffic/transportation work.
- Assists in contractor/design engineer selection.
- Manages and monitors work of contractor/design engineer
- Oversees the inventory of all Town streets, sign, and traffic control devices
- Maintains Town records of bridge inspection performed by consultants and interfaces with VDOT to ensure Town compliance with VDOT bridge inspection requirements
- Reviews all traffic signal layouts developed by developers/consultants
- Administers and issues permits for the Town Rights-of-Way program.
- Reviews, approves, and calculates bond amounts. Collects fees, controls, and regulates access to existing streets, curbs and sidewalks
- Regulates and approves alternate traffic flow and associated temporary signs
- Reviews and approves street light engineering designs.
- Budgets electric costs of street-lights and traffic signals

Required Skills & Experience
- Bachelor's degree with major course work in civil engineering or a related field or equivalent combination of education and experience
- Minimum of two (2) years’ experience in design or construction of civil engineering work
- Possess a valid driver's license and a safe driving record.
Nice to Have Skills & Experience
- Engineer-In-Training Certificate (EIT)
- Familiarity with local government planning processes, development review, or transportation programs
- Bilingual in English/Spanish.
