Job Description

**This position is only needed through Sept 30th 2026**

- The candidate should be able to discuss the following:
o The four cost estimating methodologies; Analogy, Parametric, Engineering Build Up and Extrapolation from Actuals
o Work Break Down structures
o DoD Inflation
o Unit Learning Curves
o Data Analysis, Normalization, Regression, and the development of Cost Estimating Relationships
o Your understanding of the math behind Monte Carlo simulation as a method of quantifying cost uncertainty to a Program Manager
- Please come prepared to discuss a couple of cost estimates you have developed, of which you are most proud. Please be prepared to provide examples on these estimates in the following topic areas:
o Cost Estimating Methodologies: Discuss how you made your decisions on the application of the cost estimating methodologies to the WBS including your research for data and the normalization of that data to develop cost estimating relationships to produce a credible cost estimate for each WBS line.
o WBS Structure: What does a WBS look like? What standard guides the DoD in this area? Discuss how you made your decisions for the organization and structure of your WBS in your cost estimate example.
o Inflation: Be prepared to discuss how did you used inflation in your cost estimate? Where does the DoD Services and Agencies get our guidance for inflation?
o Learning Curves: What is a learning curve with respect to a production line? Did you develop a cost estimating relationship based on learning curve theory in your estimate you want to discuss with me?
o Regression Analysis: What is the output of a simple one variable linear repression analysis? Did you conduct a regression analysis in your estimate you want to discuss with me?
o Monte Carlo Simulation Use in Cost Risk Analysis: Discuss your understanding on how and why we would want to use a Monte Carlo simulation cost risk analysis? Then discuss with me how you did your cost risk analysis in your estimates?

Salary Range: $120,000 - $160,000

Job Description
Our client is seeking an Advanced Cost Analyst-ST to support the Missile Defense Agency in Dahlgren, VA.
The successful candidate will:
• Assist in execution of DoD Business Operations for complex weapon systems.
• Possess extensive professional knowledge in cost estimating, operations research, mathematics, economics, engineering, science, or business fields.
• Work independently, conduct strategic high-level coordination activities, and lead teams in solving complex problems.
• Possess extensive expertise to accomplish cost analysis.
• Apply costing methods and conduct quality reviews and estimates.
o Cost Estimating Methods.
o Parametric Estimating.
o Cost Estimating Relationship (CER).
o Learning Curve Theory.
o Work Breakdown Structure- ACEIT / COSTAT.
o Develop cost models and incorporating cost risk analysis.
o Prepare estimates for changes in technical and/or funding baselines.
o Prepare independent government cost estimates for Acquisition Strategy Panels.
o Develop IGCEs for contract proposal and negotiation support.
o Develop IGCEs for Inter/Intra-Agency Acquisition Requirements.
o Develop and update program office Lifecycle Cost Estimates (LCCEs).
o Participate in CARD recommendations and engage in reviews of cost models and data accuracy and adequacy both internally and with OSD CAPE.
• Conduct Cost Analysis.
o Coordinate information with programs and functional areas.
o Inflation.
o Conduct data normalization, statistical analysis and empirical analyses using applicable databases.
o Regression Analysis (OLS).
o Monte Carlo Simulation.
o Sensitivity Analysis.
o Prepare and provide Analyses of Alternatives, Business Case Analyses, and mid-term and far-term architecture planning studies.
• Conduct Cost Data Analysis and Collection.
o Develop initial cost data collection plans and validation methods for earned value and other contractor cost data reporting requirements.
o Develop and maintain cost policy process improvements.
o Develop and maintain Government owned cost databases.
o Prepare and participate in cost scenario reviews.
o Prepare unit cost data for Congressionally required reports.
• Conduct Affordability Analyses.
o Assist in the preparation of prioritized requirements lists and their justification.
o Participate in affordability reviews providing the data's basis and to identify potential trade-offs, providing impact and assessing alternatives.
o Provide the cost estimates to support agency budget submissions and acquisition baseline documents.
