Job Description

Insight Global is looking for a Capital Division Manager to direct the planning, design, scheduling, and construction of capital projects. This person will manage long-range master planning considering and forecasting the Citys needs for new public buildings/facilities, major renovation and maintenance of existing buildings and facilities.
They will manage the VDOTs Locally Administered Projects (LAP) to ensure City is compliance with design standards, and policies/procedures regarding federally and state funded transportation projects. The CDM supervises, coaches, trains, motivates, assigns work activities, evaluates performance, and overall management of subordinate staff; interviews, selects, and administers disciplinary action to subordinate employees, in accordance with established personnel policy and procedures. Other duties as listed below:
- Establish professional standards for work quality, quantity, performance, and accountability.
- Oversee consultants for Citys public works capital program.
- Set and manage priorities, create clear direction and expectations for staff and follow through to ensure achievement and accountability for delivering projects on-time and on-budget.
- Provide leadership, training, and direction to project management resources to ensure efficient, effective, and consistent project delivery.
- Oversee specialized procurement processes including development and selection of Request for Proposals (RFP).

Required Skills & Experience

- 7-10 years of experience in construction project management at a high level
*must have experience scheduling, cost estimating, handling contracts, and negotiation*
- knowledge and familiarity of the VDOT rules and regulations surrounding public construction of building and roadways
- experience working on government or public sector projects (local, federal, state)
