Job Description
The Fuels Quality Control & Site Safety Manager performs site quality control oversight and serves as the Site Safety and Health Officer (SSHO) for construction, maintenance, repair, and environmental projects, including DoD fueling systems and USACE-regulated work. This role is responsible for ensuring quality, safety, and regulatory compliance of field activities, while acting as a liaison between project management, clients, subcontractors, and regulatory agencies. The position documents all project activities to ensure stakeholders remain informed and maintains authority to stop work when quality or safety standards are compromised.

Required Skills & Experience
Knowledge, Skills, and Abilities
· Minimum of 5 years continuous construction safety experience
· Quality Control 2 years construction safety experience
· In-depth knowledge of USACE EM 385-1-1
· Experience supporting high-risk construction activities including excavation, confined space entry, demolition, fall protection, crane lifts, hazardous energy control/LOTO, electrical work, scaffolding, and heavy equipment
· Experience with environmental investigations, remediation, or HTRW projects
· Ability to read and interpret construction plans and specifications
· Familiarity with Accident Prevention Plans (APPs), Site Safety & Health Plans (SSHPs), and Activity/Task Hazard Analyses (ATHAs)
Certifications (Required)
· Quality Control Management (QCM/CQM – USACE or Navy)
· OSHA 30-Hour Construction Safety (within last 5 years)
First Aid, CPR, and Bloodborne Pathogens
Nice to Have Skills & Experience
Certifications (Preferred, Not Required)
· API 653 or 570 Inspector
· NACE CIP (any level)
· STI Tank Inspector
· AWS Certified Welding Inspector
· ASNT Level II or III
· 40-Hour HAZWOPER with current refresher and 8-hour supervisor training
· BCSP certifications (CHST, ASP, CSP)
· DoD Secret Clearance or ability to obtain
