Job Description

Insight Global is seeking an experienced Project Manager with Texas CCN (Certificate of Convenience and Necessity) permitting expertise to support long-term transmission line and substation development projects in West Texas. This role will play a critical part in managing the end-to-end CCN certification process with the Public Utility Commission of Texas (PUCT) for new transmission and substation infrastructure. The Project Manager will work closely with internal engineering, environmental, legal, and external stakeholders to ensure projects move efficiently from definition through approval and implementation. The pay rate from this role is between $75-$95 an hour.

Key Responsibilities
• Lead the CCN certification process for transmission and substation projects
• Manage activities across the full lifecycle:
○ Project scope & definition
○ Environmental studies & routing analysis
○ CCN application preparation & submission
• Coordinate with:
○ Engineering, environmental, and legal teams
○ Regulatory agencies and municipalities
• Support the PUCT review process, including responses and hearings
• Track timelines, risks, and milestones across multi-year projects
• Ensure compliance with Texas regulatory requirements

Required Skills & Experience

5+ years of experience with Texas CCN permitting
Background in transmission or substation projects (utility, developer, or EPC)
Knowledge of:
○ PUCT processes
○ Environmental and routing studies
○ Infrastructure permitting
