Job Description

• Directly supervises staff; interviews, hires, and trains employees; makes assignments and
monitors work; develops employee skills and encourages growth and development; reviews and
evaluates employee performance; addresses workplace issues and provides guidance,
coaching, and disciplinary measures for staff; addresses personnel issues in conjunction with
appropriate leadership and the Human Resources division.
• Works closely with the CFO and cross-functional finance leadership to oversee the
securitization and sale of MBS, manage liquidity, ensure compliance with policies and
procedures.
• Lead capital markets activity including mortgage rate setting, pricing analysis, and MBS trade
execution across different investment and funding programs.
• Provide technical guidance on structured transactions, pipeline planning, and financial risk
mitigation strategies.
• Lead improvements in financial systems and processes.
• Collaborate on debt-related analyses and modeling in support of the agency’s financing
strategies.
• Oversee trade execution of MBS and oversee post-trade processing to ensure accurate and
timely settlement, reconciliation and accounting.
• Maintain strong broker/dealer and custodian relationships, ensuring best execution and
operational compliance.
• Develop and maintain consolidated cash flow models and liquidity dashboards.
• Lead process automation efforts, including cash positioning and daily dashboard production.
• Partner with the CFO, Finance, Legal, and Loan Operations divisions to align investment
strategies with organizational priorities.
• Contribute to policy development and financial reporting related to capital markets, and
liquidity.
• Support coordination with accounting, audit, and other teams to ensure alignment with
internal controls and regulatory requirements.

Required Skills & Experience

Related Bachelor’s degree required in Finance, Economics, Business or a related field;
advanced degree preferred.
• Minimum of four (4) years of supervisory experience required, five plus (5+) preferred.
• Minimum of three (3) directly related experience required, 8 – 10 years of experience in capital
markets, treasury, or investment management in a public or institutional setting preferred.
• Hands-on experience executing trades in fixed income securities, derivatives, or MBS.
• Proven success optimizing finance teams for efficiency.
• Familiarity with public-sector or mission-driven finance environments and related regulatory
frameworks.
• Finance related designations strongly preferred.
• Experience with Bloomberg, Clearwater, Yield Book, or similar systems, preferred.
• Knowledge of Ginnie Mae/Freddie Mac execution processes and structured financing tools,
preferred.
• Understanding of GASB, MSRB, SEC, and state regulatory reporting requirements, preferred.
