Job Description
The Engineering Lead should be comfortable working with a diverse set of contractors and customer personnel using strong interpersonal skills to contribute to the assessment, integration, testing and fielding of wide-ranging technologies and advanced concepts. Track, manage, and resolve technical issues. This position will serve as the Technical SME role for technical resources across the NUWC program.
• Lead the day-to-day execution activities of the Engineering team in conjunction with the Program Manager
• Identify technical continuous improvement and project execution efficiencies
• Develop and implement improvements to existing processes and practices
• Conduct investigation to understand root cause of issues and problems
• Develop and lead strategy for a large intel focused organization for improving and creating processes or systems based on in-depth understanding of customer objectives in combination with market forces, the competitive landscape, and emerging market best practices.
• Communicate with parties in and outside of own job function and has responsibility to communicate to the organization including customers, partners, and suppliers.
• Review and collaborate with site lead to ensure successful technical execution across all programs in the NUWC portfolio.
• Recommend new innovative ideas or approaches for customer’s current requirements as well as conceive solutions to current challenges.
• Participate in analysis of alternatives, task planning, scope definition, and technical risk management to ensure successful program execution.
• Generate and support the publication of technical briefs, transition briefs, white papers and proposals.
• Support Engineering Review Boards, Program Management Reviews, system demonstrations, formal test events and other technical interchange meetings with internal and external stakeholders.
• Collaborate to develop and execute strategic plans to achieve short-and long-term objectives.
• Analyze engineering systems, processes, and projects to maximize efficiency and effectiveness with recommendations to site lead to improve team functionality.
Compensation:
$90-100/hour
Exact compensation may vary based on several factors, including skills, experience, and education.

Required Skills & Experience
• Bachelor’s degree in engineering field or 10 years DoD Engineering Experience.
• Minimum 10 years of experience in a position requiring engineering management expertise
• Active Secret clearance / ability to obtain TS/SCI
• Experience supporting NUWC Division Newport
• Experience with SIGINT/ELINT
• Track record of complex problem-solving aptitude
• Strong customer and user relations skills as well as experience at technical interchange meetings and representing the organization in technical matters
• Excellent written communication skills, with strong experience developing white papers and technical proposals
• Ability and passion to bring vision and innovation to the engineering function. Effective collaboration skills and strategy development with peers and senior leaders. Demonstrated ability to communicate and interact with senior leadership.
Nice to Have Skills & Experience
• Experience working large, system of systems design and development
• Specific knowledge of the Navy’s full-spectrum Research, Development, Test and Evaluation (RDT&E) addressable market, competitors, technologies, and mission-specific threats
