Job Description

MANDATE
This role is accountable for leading and supporting top-tier risk management and a strong risk culture across Treasury Payments & Solutions Products. The main strategic priorities and goals are:
1. Managing TPS Product Policies, Procedures and Forms including customer agreements and required disclosures. The role is responsible for updating, publishing and maintaining product policies, procedures and forms working with TPS Product Managers, BMOs Corporate Policies and Procedures team (Corporate P&P) and business, operations, risk and compliance partners across the Enterprise where required.
2. Leading and supporting an effective TPS product risk, control and operating environment to deliver satisfactory internal and external audit ratings, regulatory reviews and compliance.

Main accountabilities and objectives:
Ability to develop an in-depth understanding of products, processes and regulation through a briefing that can be evaluated and then documented in a clear and easy to understand policy, process, standard, or manual.
Analyze requirements to understand content, assess impacts on TPS and bank existing P&Ps and on other TPS initiatives, ensuring engagement of any additional stakeholders as necessary.
Develop and manage with TPS Product Teams, clear and concise P&P documentation, operational procedures and communications to provide TPS-wide and bank users with effective information that increases their knowledge of TPS products, services and processes; assists them in providing a high level of customer service ensuring legal and legislative requirements are met.
Champion our vision by ensuring policies, procedures and forms reflect a great customer and employee experience; are written in a clear and concise way. Coordinate change management including regulatory and compliance requirements and disclosures working with TPS and enterprise partners.
Support TPS Product Managers and partners on what is required to ensure that all P&P and communications requests are addressed with an effective and efficient information development process, improving the speed with which all change requirements are completed.

The role effectively achieves this mandate by applying excellent organization and documentation skills, sound business judgment and strong customer (internal and external) focus with a collaborative mindset and approach. The individual works closely with TPS Product and other partners in TPS including Client Service & Implementation, Change Management and Risk & Compliance. Building effective relationships and collaborating is also required with Corporate P&P and various stakeholders across the business and corporate functions in the execution of this mandate.

A. Planning, Organization and Counsel
Lead TPS P&P reviews, change management and maintenance process with Product owners, Client Service & Implementation, Risk & Compliance and bank partners.
Provide ongoing consultation to TPS Product and coordination of documentation requirements/changes with impacted stakeholders and subject matter experts, e.g. Legal and Anti-Money Laundering.
o Plan and organize annual and off-cycle reviews, placement of content.
o Determine and manage cross impacts/change with other TPS P&Ps, process documentation and forms, particularly Client Service & Implementation.
o Establish feasibility and deliver on requested timeline for publication.

B. Write and Edit
Translate TPS product, process and complex information into high quality P&P documentation and communications that are clear, concise and targeted to the appropriate audience in anticipation of their information needs and delivered in a timely fashion.
Develop and implement P&Ps, Circulars and TPS Operating Procedures in line with agreed upon commitments and timelines while not compromising the banks standards for publication and approvals.

C. Process Simplification and Efficiency:
Provide input to improvement and simplification of process documentation that includes using technology to innovate, create user friendly easy access tools, forms, etc. that optimize efficiency.

D. Change Management and Execution:
Facilitate the approval and sign-off processes with Corporate P&P, TPS Product/Risk & Compliance and other relevant line of business and operational partners.
Manage communication of changes collaborating with all parties to solve issues and provide solutions to support execution.


E. Risk Management and Regulatory Compliance
Identify existing and potential risks; provide guidance and support in developing controls and processes to manage and mitigate risks; escalate probable issues of materiality for timely resolution.
Understand TPS policies & procedures and external regulatory and compliance requirements, monitoring for adherence with TPS and Bank Risk & Compliance teams.
Escalate and resolve governance issues with TPS Product and Risk and Compliance teams in a timely manner.





AUTHORITIES

Advisory advise the TPS Product and Other teams, Corporate P&P and colleagues across various functions and departments.
Coordinating coordinate projects and activities and/or call appropriate stakeholders together to discuss/resolve issues.
Recommending recommend enhancement and improvement opportunities across all aspects of satisfying mandate.
Monitoring source or develop required information from groups within and outside of TPS to support execution of mandate and accountabilities.
Information Access access and utilize product and process information as required.

SCOPE AND IMPACT
This role contributes to a strong, consistent governance and change management framework and process for the TPS Product Risk and Compliance mandate including policies, procedures and client agreements and disclosures.
Strengthen and standardize the TPS product governance program and processes across Product Teams to increase efficiency by establishing one contact with subject matter expertise to lead, coordinate and drive change with Product Managers, TPS Risk and Compliance team and other cross-functional teams in TPS, Corporate P&P and other stakeholders across the bank.

Required Skills & Experience

Qualifications:
Bachelor's degree in Business, Finance, or a related field.
Proven experience in risk management and compliance within the banking sector.
Strong understanding of governance frameworks and corporate audit processes.
Excellent soft skills, including communication and teamwork.
Detail-oriented with a strong focus on process documentation.
Experience in banking with a focus on risk management and compliance.
Strong background in risk management related to banking products, processes, and procedures.
Corporate audit experience.
Excellent communication skills, with the ability to work cross-functionally with various teams and stakeholders.
KNOWLEDGE AND SKILLS

a. Knowledge:
Business degree or equivalent. A degree or post-graduate diploma in communications, journalism, English, or related discipline is recommended.
5+ years experience distilling technical and complex information into easy-to-understand policies and procedures.
Strong business and documentation fundamentals including understanding process design and efficiency.
