Job Description

Day-to-Day Responsibilities
Stakeholder Engagement & Discovery
Conduct structured interviews and working sessions with stakeholders across public health domains (e.g., epidemiology, immunization programs, population health, environmental health).
Document current-state workflows, data systems, and pain points associated with siloed platforms.
Identify and articulate program-specific business cases and use cases for a unified data platform.
Build relationships with program leaders to establish trust and drive participation in the initiative.
Business Case Development & Alignment
Translate stakeholder feedback into clear, actionable business requirements and value propositions.
Develop use case frameworks that demonstrate tangible outcomes (e.g., improved reporting, faster data access, better cross-program insights).
Support leadership in prioritizing use cases based on impact, feasibility, and alignment with KDHE strategic goals.
Facilitate workshops and presentations to gain executive and operational buy-in.
Data & Technical Coordination
Partner with IT, data architects, and external vendors to ensure business requirements are accurately translated into technical solutions.
Evaluate current data platforms and potential data platform vendors/solutions at a high level.
Ensure alignment between business needs and technical capabilities, including data integration, interoperability, and governance.
Advocate for scalable, secure, and sustainable data architecture.
Change Management & Adoption
Develop and execute strategies to drive adoption of the unified data platform across varied program areas.
Address resistance by aligning platform capabilities with end-user needs and demonstrating value.
Create communication materials and messaging for both technical and non-technical audiences.
Support training and onboarding efforts for new platform users.
Program Management & Reporting
Track progress of stakeholder engagement, use case development, and adoption milestones.
Provide regular updates to leadership on risks, dependencies, and opportunities.
Ensure alignment with statewide data initiatives, compliance requirements, and public health reporting standards.
Coordinate across cross-functional teams to maintain momentum and accountability.

Required Skills & Experience

Bachelor’s degree in Public Health, Health Informatics, Data Science, Information Systems, or a related field.
5–10+ years of experience in public health, healthcare, or government program management.
Demonstrated experience working with data systems, data platforms, or data integration initiatives.
Proven ability to engage stakeholders across both business and technical teams.
Strong facilitation skills with experience leading workshops, interviews, and cross-functional discussions.
Ability to translate complex technical concepts into clear, business-oriented language (and vice versa).

Nice to Have Skills & Experience

Preferred Qualifications
Experience supporting enterprise data platform implementations or modernization initiatives.
Knowledge of state or federal public health reporting systems and requirements.
Experience working with cross-agency or statewide data initiatives.
Certifications such as PMP, Certified Health Data Analyst (CHDA), or similar are a plus.
