Job Description
As a member of the Data Operations Team, the Data Governance Manager will assist the head of Data Operations with our enterprise-wide data governance initiatives and ensure the integrity, quality, security, and proper usage of our organization’s data assets. As a HIPAA-compliant organization, we handle Protected Health Information (PHI) and Personally Identifiable Information (PII), requiring the highest level of data security and privacy controls. This role will be responsible for extending the design, implementation, and maintenance of a fully functioning data governance framework, including policies, processes, and best practices that align with both regulatory requirements and our strategic objectives, which include (but not limited to): end-user communications and readiness, data retention and operational efficiency, and the implementation of an AI-based toolset (Concentric.ai) to apply appropriate policies to Empyrean’s data assets.
ESSENTIAL DUTIES AND RESPONSIBILITIES

• Data Governance Strategy
o Further develop and articulate the organization’s existing data governance vision, strategy, and roadmap.
o Help define data governance objectives, priorities, and key performance indicators (KPIs) which support the long-term direction of the framework.
o Establish governance structures, roles, and responsibilities to support effective data owners/stewardship and accountability.
o Drive the implementation of a fully functioning data governance framework, ensuring alignment with Empyrean’s business objectives and regulatory mandates.
o Meet regularly with the Data Governance Committee to communication direction, provides updates, and ensure objectives and milestones are being met/adopted by the organization.
• Policy and Process Development
o Design, document, and implement data governance policies, standards, and procedures where needed.
o Define data classification schemes, data ownership models, and data lifecycle management practices, especially for PII/PHI data.
o Ensure alignment with regulatory requirements (HIPAA) and industry standards (e.g., ISO, NIST).
• Data Quality Management
o Establish data quality standards, metrics, and monitoring mechanisms wherever needed to support the framework.
o Collaborate with data owners and stewards to identify data quality issues and implement data quality improvement initiatives and corrective actions as needed.
• Data Security and Privacy
o Work with InfoSec and Compliance teams to help enforce data security and privacy policies, controls, and procedures, specifically addressing PII and PHI.
• Metadata Management and Documentation
o Where applicable, implement metadata management processes to capture and maintain data lineage, definitions, and dependencies.
o Establish data dictionaries, glossaries, and cataloging tools to facilitate metadata discovery and documentation.
o Promote metadata standards and best practices across the organization.
• Data Governance Education and Awareness
o Review Data Governance Curriculum training annually, propose changes as needed, and communicate regularly to employees on data governance principles, policies, and procedures.
o Via communication streams, help raise awareness of data management best practices and their importance to business operations.
o Foster a culture of data stewardship, collaboration, and continuous improvement.
• Governance Oversight and Reporting
o Establish mechanisms for governance oversight, including regular reviews and audits.
o Monitor compliance with data governance policies and assess the effectiveness of controls.
o Prepare and present data governance reports, dashboards, and metrics to senior leadership.

KNOWLEDGE, EXPERIENCE AND/OR EDUCATION REQUIREMENTS

• Education
o Bachelor’s or Master’s degree in an IT/Data specific area of focus.
o Certification in data governance or related areas (e.g., DM-BOK, DAMA) is a plus.
• Experience
o Extensive experience in data governance, data management, or related roles (5+ years preferred).
o Proven track record implementing a fully functioning data governance framework, especially within a HIPAA-compliant environment.
o Demonstrated experience defining and executing data governance policies, standards, and procedures.
o Familiarity with industry-standard data governance frameworks (e.g., DAMA, DCAM).
• Regulatory and Industry Knowledge
o Strong understanding of regulatory requirements for data security and privacy (HIPAA, etc.).
o Hands-on experience with data classification, data lineage, metadata management, and data quality processes.

o Thorough understanding of HIPAA requirements and handling of PII/PHI data.
o Familiarity with other regulatory standards (e.g., FERPA, GDPR) is a plus.
• Technical Proficiency
o Knowledge of data governance tools and metadata management systems, specifically some familiarity with Concentric.ai (or similar tool), and be willing to become a subject matter expert with the tool.
o Understanding of large data systems, data modeling/relationships, and data management best practices.
• Organizational and Project Management
o Ability to prioritize tasks and manage multiple data governance initiatives simultaneously.
o Strong organizational skills to track, document, and report on data governance progress.
