Job Description

The Cyber Workforce Development Project Manager is responsible for planning, managing, and overseeing cybersecurity workforce capability initiatives while ensuring operational readiness of the Security Operations Center (SOC). This role combines workforce development leadership with project management practices to ensure cybersecurity staff meet federal qualification standards, remain proficient in evolving Government tools, and are prepared to defend against emerging cyber threats. Responsibilities include:
- Coordinates workforce planning, training initiatives, operational documentation, and stakeholder engagement while managing schedules, risks, resources, and deliverables aligned with contract objectives
- Develop and manage the Cyber Workforce Development Plan while aligning staffing capabilities with contract objectives and cybersecurity operational needs
- Map staff capabilities to the NICE Framework and forecast future staffing requirements based on evolving technologies and operational demands
- Plan, manage, and oversee workforce development initiatives as structured projects
- Establish project timelines, milestones, deliverables, and success criteria while ensuring work is executed according to schedule and contract requirements
- Oversee the development and execution of Defensive Cyber Operations (DCO) training programs
- Coordinate training initiatives to address capability gaps identified through operational reviews, performance assessments, or After Action Reviews (AARs)
- Ensure contract personnel maintain proficiency in Government-provided tools such as SIEM, EDR, and SOAR platforms
- Track training schedules, monitor certification progress, and coordinate onboarding for new tools introduced into the environment
- Manage the technical onboarding and offboarding of contract personnel, ensuring all staff complete required federal training, maintain credentials, and receive proper access to operational systems
- Support quality assurance activities across SOC operations and assist with mentoring analysts and visiting court personnel on operational processes and SOC workflows
- Serve as the primary coordination point with Government leadership and contract stakeholders
- Provide regular updates on workforce readiness, project progress, staffing risks, and operational performance metrics
- Identify workforce capability risks, training gaps, and operational challenges that could impact mission performance
- Develop mitigation plans and coordinate corrective actions to maintain operational readiness

Required Skills & Experience

- Bachelor's with 15+ years overall experience (or commensurate experience)
- 2+ years of experience as a Lead or Manager
- Strong SOC experience
- Hands-on experience with Splunk
- Active CISSP certification
- Experience managing project timelines, deliverables, stakeholder communications, and risk mitigation in cybersecurity environments
- Ability to standardize workforce roles and career progression using NICE cybersecurity workforce standards
- Experience conducting workforce capability assessments and developing training plans to address operational deficiencies
- Ability to develop clear operational guides, SOPs, and training documentation supporting SOC operations
- Ability to define and track operational readiness metrics demonstrating workforce capability and SOC effectiveness
- Ability to obtain a Public Trust clearance
