A growing defense and space manufacturing company in Colorado Springs, CO is seeking a Senior Program Manager to join its Space Federal team. This individual will lead the development, integration, and verification of complex satellite ground resource management, communications, and control programs, playing a critical role in delivering mission‑focused solutions for government customers. Based in Colorado Springs, this role requires proven program leadership across systems development, engineering, site construction, integration, and verification, with multiple development efforts executed in parallel. The Senior Program Manager will lead and coordinate multiple Integrated Product Teams (IPTs) and collaborate closely with cross‑functional stakeholders, including Engineering, Finance, Contracts, Business Development, Security, and Facilities, to ensure programs are delivered on time, within budget, and in alignment with customer requirements. Key responsibilities include strategic and tactical program planning; establishing and managing program requirements, budgets, Integrated Master Schedules (IMS), and Earned Value Management (EVM); defining KPIs and milestones; proactively identifying and mitigating risks; managing technical and business baselines; and controlling customer‑driven scope changes. This role also involves direct engagement with customers and subcontractors, ensuring contract and regulatory compliance (including FAR), developing Statements of Work (SOWs), overseeing CPSR‑compliant material procurements, and leading Engineering Change Proposal capture efforts. The Senior Program Manager will support customer‑facing activities such as design reviews, program reviews, kickoff meetings, and test events, while providing clear financial and schedule reporting to senior leadership. This individual will work within a matrixed organization to align resources, properly safeguard classified information, and travel as needed to support customer and program objectives. The role requires approximately 20–25% travel within the state and a consistent demonstration of strong leadership, collaboration, and accountability. Required Skills & Experience
• Bachelor of Science Degree in Engineering a scientific field, or a related technical discipline
• Active Secret Clearance required, with the ability to obtain and maintain a TS/SCI
• 10+ years of project or program management experience leading complex technical development programs, including managing multiple concurrent efforts and cross-functional, multi-disciplinary teams
• Hands-on experience managing programs across multiple contract types, including FFP, CPFF/CPAF/CPIF, and T&M
• Proven expertise with EVMs framework
• Integrated Master Schedules (IMS), risk management and mitigation strategies, and customer and subcontractor relationships and negotiations
• Strong experience with program scheduling tools, collaborating with program schedulers to develop, maintain, and execute detailed program schedules while tracking technical progress
• Experience developing subcontractor Statements of Work (SOWs) and preparing sole-source justifications
• Demonstrated agility and problem-solving ability to adapt quickly to changing program conditions, including evolving customer requirements, scope changes, and supplier challenges
• Experience working within both Waterfall and Agile/SAFe iterative development environments
Experience managing projects with significant software development components
Nice to Have Skills & Experience
- Experience supporting U.S. Government programs, with a strong preference for U.S. Space Force ground systems
- Hands-on experience with software‑defined radios and modems, including deployments within virtualized network functions (VNFs)
- Project Management Professional (PMP) certification preferred
- Proven background in satellite communications systems
- Experience delivering projects across hybrid cloud and on‑premise environments
- Proficiency with Atlassian tools (e.g., Jira, Confluence)
- Experience overseeing RF and optical antenna site construction and installations
- Experience leading Operational Center design, verification, and delivery
- Familiarity with Agile / iterative software development methodologies and scheduling
Experience with Satellite TT&C, Command & Control (C2), and/or space‑to‑ground communications
