Job Description
Manage asbestos and lead compliance programs across a diverse portfolio of facilities and capital projects.
Conduct hazardous materials inspections, surveys, air monitoring, and clearance testing to ensure compliance with applicable regulations.
Prepare asbestos and lead abatement specifications and scopes of work for renovation, modernization, and infrastructure projects.
Serve as the primary liaison with regulatory agencies and provide guidance on hazardous materials compliance issues.
Oversee environmental consultants, contractors, and abatement vendors to ensure work is completed safely and in accordance with OSHA, EPA, CDPH, and other regulatory requirements.
Lead capital improvement, deferred maintenance, and infrastructure projects from planning through construction closeout.
Manage project budgets, schedules, contracts, permits, risk mitigation efforts, and stakeholder communications.
Review design documents and construction activities to ensure compliance with project objectives, safety requirements, and applicable building codes.
Negotiate contract changes, resolve project issues, and coordinate with internal stakeholders, consultants, and contractors throughout the project lifecycle.
Provide technical leadership and problem-solving expertise on complex hazardous materials and construction-related challenges.

Required Skills & Experience
Bachelor's degree in Architecture, Engineering, Construction Management, Environmental Health & Safety, or a related field.
5+ years of experience managing capital improvement, renovation, or infrastructure projects involving asbestos and lead abatement.
California Certified Asbestos Consultant (CAC).
California Department of Public Health (CDPH) Lead Inspector/Assessor Certification.
Strong knowledge of asbestos and lead regulations, hazardous materials management, and environmental compliance programs.
Experience developing abatement scopes, specifications, and overseeing contractor compliance.
Demonstrated project management experience including budgeting, scheduling, contract administration, and consultant management.
Knowledge of construction methods, building systems, and applicable building codes.
Strong communication, stakeholder management, and problem-solving skills.
Ability to work independently and make critical decisions in a fast-paced project environment.
Nice to Have Skills & Experience
Experience managing projects within higher education, healthcare, government, or other large institutional environments.
Advanced knowledge of California OSHA regulations and environmental compliance requirements.
Experience overseeing multiple concurrent capital projects with complex stakeholder groups.
Familiarity with deferred maintenance, infrastructure modernization, and large-scale renovation projects.
Strong negotiation skills and experience managing consultant and contractor performance.
Experience navigating permitting, regulatory approvals, and agency coordination.
