Job Description

An experienced Business Analyst is needed to support a public health agency in conducting a comprehensive cybersecurity awareness and application risk assessment. This individual will work closely with business stakeholders, application owners, and technical teams to gather detailed requirements and document application inventories, dependencies, and operational workflows. The Business Analyst will lead discovery sessions, capture system criticality, and analyze the potential impact of downtime, outages, or patching activities on public health operations. They will be responsible for translating stakeholder input into structured documentation and supporting the development of a cybersecurity awareness plan and risk assessment framework. The Business Analyst will also assist in validating findings, ensuring accuracy of documentation, and contributing to a final report and roadmap using Microsoft O365 tools to support ongoing decision-making for application security and operations teams.

Required Skills & Experience

Experience gathering and documenting business and technical requirements in complex IT environments, preferably within public sector or healthcare organizations
Strong ability to facilitate stakeholder interviews and workshops with business owners and application teams to capture system functionality, dependencies, and criticality
Proven experience conducting application inventory and dependency mapping, including documentation of uptime requirements and operational impacts
Familiarity with risk and impact analysis, particularly related to system outages, maintenance windows, and cybersecurity considerations
Hands-on experience creating clear, structured documentation and artifacts using Microsoft O365 tools (Excel, Word, SharePoint) to support reporting and decision-making
