The data center market in Europe is entering a significant period of expansion. Rising demand for cloud services, AI computing, digital sovereignty, and enterprise modernization is driving major investments across the continent. The International Energy Agency (IEA) projects that data center electricity consumption will more than double by 2030. Additionally, the European Commission estimates that EU data center energy demand will increase from 70 TWh in 2024 to approximately 115 TWh by 2030.

Why Locations in Europe Are Booming 

Several factors are pushing data center Europe investment into new markets across the continent. While demand is fueling growth, location decisions are increasingly shaped by practical considerations such as energy needs, permitting timelines, grid capacity, connectivity, and sustainability requirements. As operators deploy larger cloud and AI workloads, access to reliable power has become one of the most important determinants of where new facilities can be built.

Organizations are also placing greater emphasis on digital sovereignty, data residency, and regulatory compliance, encouraging investment in infrastructure that can support local data storage and processing requirements. At the same time, governments across Europe are introducing policies designed to attract investment, strengthen digital infrastructure, and improve long-term competitiveness.  

Companies such as Microsoft, Amazon Web Services, Google, and Meta continue expanding their European footprints. Meanwhile, countries with strong renewable energy resources, established connectivity, favorable business environments, and room for future expansion are attracting increasing interest. The result is a broader distribution of data center development across both established hubs and emerging markets throughout Europe. 

What Types of Data Centers Are Driving Growth? 

Much of Europe’s recent expansion is being driven by hyperscale cloud infrastructure, sovereign cloud initiatives, colocation facilities, and AI-focused computing environments. These facilities often require larger power allocations, greater connectivity, and more advanced infrastructure than traditional enterprise data centers.  

Microsoft, for example, announced plans to increase its European data center capacity by 40% and expand operations across 16 European countries, highlighting growing demand for cloud and AI infrastructure throughout the region.

11 European Countries Experiencing Data Center Growth  

The following countries are attracting some of the strongest digital infrastructure investment in Europe due to a combination of power availability, connectivity, policy support, sustainability initiatives, and long-term growth potential. 

The United Kingdom

The United Kingdom (U.K.) remains one of Europe’s most important digital infrastructure markets. Strong connectivity, established cloud adoption, and government-backed AI initiatives continue to attract investment, while operators are increasingly evaluating locations beyond London to access power and support future expansion. 

The U.K. government has designated five AI Growth Zones intended to unlock investment in AI-enabled data centers and supporting infrastructure by improving access to power and streamlining planning processes. These zones include locations in Scotland and North and South Wales, helping distribute new infrastructure investment across the U.K.’s countries while supporting the next phase of AI growth. 

Ireland 

Ireland continues to play a central role in Europe’s data center ecosystem and attract investment from major technology companies. Its long-standing position as a hub for multinational technology firms, combined with extensive connectivity to North America and Europe, supports ongoing demand for capacity. 

According to RTÉ, data centers accounted for 23% of Ireland’s metered electricity consumption in 2025, underscoring the sector’s growing importance to the country’s digital economy. While energy availability remains an important policy consideration, recent government actions are designed to balance future growth with grid reliability and renewable energy requirements. 

Denmark 

Denmark offers international data-cable connections, reliable electricity, a high share of renewable power, and a stable business environment. Its relatively cool climate can also reduce server-cooling requirements. 

The Danish Energy Agency says rising global data traffic has encouraged more operators to establish facilities in Denmark since 2015. The agency expects data centers to have a significant effect on the country’s future electricity consumption, strengthening the need for coordinated grid and infrastructure planning.

Sweden 

Sweden combines high-speed connectivity with an established digital economy and a focus on sustainable energy. Business Sweden reports that the country has more than 30 data centers powered by sustainable energy, with some facilities returning excess heat to district-heating systems.  

These conditions, along with existing cloud infrastructure, a skilled workforce, and sites capable of supporting further expansion give Sweden a solid foundation for continued investment. 

Norway 

Norway’s renewable energy supply, cool climate, digital infrastructure, and stable operating conditions have made it an appealing option for data center projects. Its government also considers domestic data center capacity important for national security, sensitive information systems, and services that require short response times. 

Norway’s 2025 Data Center Objectives focus on attracting facilities that create economic value, support domestic data storage, and contribute to local communities. These priorities could encourage further investment while placing greater emphasis on security and responsible energy use.

Finland 

Finland pairs high cloud adoption with a national strategy for attracting data center projects. According to Eurostat, 79.2% of Finnish enterprises used cloud services in 2025, the highest percentage in the EU. 

The Finnish Government has proposed streamlining permitting, targeted electricity-tax relief, and power-system flexibility measures for projects that generate jobs, tax revenue, and innovation. These policies help Finland secure a share of the current global investment cycle. 

Germany

Germany’s central location, reliable electricity, political stability, and extensive internet connectivity have made it Europe’s largest data center market. As of 2024, the country had more than 2,000 data centers and 2,730 MW of installed IT power demand. 

Germany’s federal economic ministry projects that capacity could reach 4,800 MW by 2030 as businesses require additional processing power, storage, and data-transfer capacity. 

Austria 

Austria’s central location in Europe, strong connectivity, and high share of renewable electricity make it an increasingly attractive destination for digital infrastructure projects. The country also serves as a gateway between Western Europe and growing markets across Central and Eastern Europe. 

Government initiatives focused on artificial intelligence, cybersecurity, and cloud adoption are helping support continued expansion. Austria generates more than 88% of its electricity from renewable sources, providing current and future operators with access to lower-emission energy as demand for digital infrastructure grows.  

Poland 

Poland combines above-average fixed connectivity with an established ICT sector and access to Central and Eastern European markets. The country opened its first hyperscale cloud region in 2023, with three data center complexes near Warsaw.  

An additional investment of nearly PLN 3 billion was announced in 2025 to expand computing capacity through 2026, providing direct evidence that Poland’s infrastructure footprint is still growing. 

The Netherlands 

The Netherlands already has an established data center ecosystem, with approximately 200 facilities located primarily around Amsterdam.  

Electricity supplied to the sector increased 37% between 2021 and 2024, reaching 5,100 GWh. That rise shows continued expansion within the market, although future projects will need to account for growing pressure on the country’s electricity system. 

Belgium 

Belgium’s high connectivity uptake, advanced business digitalization, and growing edge-computing capabilities support its case as a data center location. The European Commission estimated that the country had 176 edge nodes in 2025, while Belgium’s digital roadmap includes 128 measures backed by €664 million.  

This investment environment could support additional digital infrastructure, although shortages of ICT specialists remain a concern.
