An insurance company is looking for an IT Program Manager to join their team in Hartford, CT. The majority of this team goes onsite to Hartford on a hybrid basis, but they are open to remote candidates for the right fit. This role will have facets of both high level Program Management as well as hands on Project Management duties for oversight on specific projects. The IT Program Manager will be responsible for managing and planning complex program/projects with regards to time, budget, and scope, and ensures quality, time, and budget objectives. They will need to plan, schedule, monitor, and reports on activities related to program/projects, ensuring that there are appropriate and effective governance arrangements and risk management supported by comprehensive reporting and communication. This is a hybrid role that balances Agile Delivery and traditional Program Management to help software development teams build and deliver solutions more efficiently. This IT Program Manager will oversee internal and external systems/application development projects within a program from inception to successful implementation including project objectives, scope and level of effort, and project strategies and plans. They will need to develop consolidated project plans, specifying high level goals, strategy, staffing, scheduling, risks, contingency plans and allocation of available resources. The ideal resource will exhibit leadership effectiveness and direct project activities to project resources to ensure project progress and provide overall leadership to the project teams. This person will partner closely with the business to lead the effort across projects in creative approaches to problem solving and quality deliverables supporting the business requirements. This resource should be a self-starter, have high attention to detail, and have exemplary communication skills.

10+ years of experience in Program Management including large complex programs
Strong understanding of software development lifecycle models
Experience in both Agile and traditional project management principles and best practices
Experience in leading IT project teams including vendors both onshore and offshore
Ability to lead a program as well as be hands in as the PM on a specific project(s)
